I didn't know pirates obeyed license polices. News to me.

You have been talking about someone reselling the software.
You did not mention anything about "pirates" in that text.
So your answer is kind of childish.
However: I even don't see any reason why lower prices would attract any
more "pirates". In fact, the higher the prices for a license is, the more you
do attract them.
Why do you think are many of them working from countries as Russia?
Cause people just can't afford to pay 500 US$ for a software license.
Lowering prices for software in these countries would be the most
effective masure against piracy.
And even sort of effective development aid.
