I believe that the Windows Firewall is outgoing-protection only, so it cannot stop an application contacting a server. It prevents applications from being servers without the user's consent.

Lucian is probably thinking of the other firewall programs such as ZoneAlarm or others where you can control internet access for both outgoing and ingoing traffic for each application.
