unless you don't care how your apps look on the "real" Vista you're going
to want a system that has Aero running on it.

You will also find that there is a bug in the IDE whereby, if you are
running Vista with Aero, the IDE's "slide in panels" look like a dog's
breakfast when the panels slide out again.

The fix is to run Delphi in compatibility mode (see below)

"bds.exe | Properties | Compatibility | Disable desktop composition"

But note that this effectively turns off Aero for all applications during
the time that the IDE is running; so the consequence is that you can't
properly debug a Vista Aero application from inside the IDE...
