A polymer material is used for flexo graphics. It feels like rubber but is
actually 5 thin layers of various material made specifically for Flexo
graphics (total thickness is about .045"). It gets wrapped around steel
cylinders, adhered with a very thin (.005") 2-way tape. The advantage over
steel plates is that they are inexpensive to produce and set up, making them
economically feasible to run smaller jobs.

All this is why they use steel imprints and not rubber stamps on print
rollers
