Yes, that's correct. But that doesn't prevent you from using it as a simple
PC OS.

Some rather odd licensing, that. A server is only a server if it is used as
such.
Also, my institution doesn't seem to have access to Windows 2003 (I
can have all other OSes free of charge).
It's part some MSDN subscription (don't remember which level we've got) and
can be used for development purposes without an additional license. I
install it into VMware virtual machines that are only used for development
so there is no doubt about the legality of this use. The host runs a
regular license.
