Encryption in internet communications utility and export controls



I'm working on a utility that will move data packets between
computers via a network (& internet). I intend to make this
utility available for download. I'm considering adding low-
level encryption just to keep curious eyes out of another's
data; I'm not concerned about anything stronger.

Basically, my question is if I need to worry about export
controls if I add any sort of encryption. I read something
I found in a search that said encryption under 64-bits is
now decontrolled. Is there an encryption newsgroup? Can
anyone offer his (or her) experience on this?
