I actually wrote it on a PICK operating system using a 4GL named "System Builder+". It was quite a complicated systeml, but I was able to make it much easier by writing something that emulated OOP. Actually, now that I think back, I was even able to develop a tool that single-stepped through the code like F7 does in Delphi. hehehe.
Anyway, I'm not aware of anything that exists in your area. Are you considering writing something?
