1. Is there any good database development solution that can fulfill the
above strategy for Delphi developers?

Yes. kbmMW. It allow you to develop n-tier servers for Win32, Linux, .Net.
It supports hosting Java server side code in Win32.
It allow your clients to reside on: Win32, Linux, Java, .Net incl. Compact
Framework, any other platform supporting a standard C compiler, Office
support via OCX, PHP support etc.
Basically it allow you to access your application server from almost
anywhere!
