I don't know that I'd precisely use the term "takes responsibility."
The people that I know who care about this don't seem to be able to
change things by themselves. I haven't precisely figured out where the
obstruction is. IMHO, the change needs to come from the top.

So folks who want to communicate their concerns about the terms to
CodeGear might indeed try starting with Jim Douglas.
