Hola. With copyrights, the country of the author decides the
copyright law that applies, worldwide. As Borland is a company
that resides in Calfornia, while there is no need, it is no
problem to write down in the license hat it is covered by US
and Californian law.

Being a citizen of The Netherlands, my copyright is world wide
protected by the Authors Law 1912 of the Netherlands. If I
would state in my license that it is covered by Californian law, it
would create a very confusing situation, since Californian law
does not apply to my work in any way.
