Most agreements contain a Governing Law clause which AFAIK most courts,

"This License will be governed by and construed in accordance with the laws
of the United States and the State of California, without giving effect to
any conflicts or choice of laws principles that would require the
application of the laws of a different jurisdiction. The parties expressly
exclude the application of the 1980 United Nations Convention on the

Hola. With copyrights, the country of the author decides the
copyright law that applies, worldwide. As Borland is a company
that resides in Calfornia, while there is no need, it is no
problem to write down in the license hat it is covered by US
and Californian law.
Being a citizen of The Netherlands, my copyright is world wide
protected by the Authors Law 1912 of the Netherlands. If I
would state in my license that it is covered by Californian law, it
would create a very confusing situation, since Californian law
does not apply to my work in any way.
