I believe that 90% of the problem with games in Vista, is that the graphics card drivers aren't written correctly. I read somewhere, can't remember where, that MS redesigned the graphics driver system, but ATI and nVidia didn't bother to re-write their drivers for the new system, they just ported their old code. The consequence being, that frame rates and graphics card performance suffers.
Not as much as you would suspect, hang out on the EVGA (nVidia) forums where users of both XP and Vista publish their 3DMark06 scores and you can see the differences. I use a cheap nVidia 7600GT board and get 6,000 while the latest 8800 boards get 16,000+ scores with being 20,000 tops. Even with my 7600GT I can run Crysis and Halo 2.
