In choosing a proprietary development tool and applying that criteria,

new technologies.

There's the rub. Is it possible to have a something that maintains
backward compatibility and take full advantage of new technologies?

IMO, Delphi for .NET is not doing a very good job when it comes to
taking advantage of new technologies; and it has issues with backward
compatibility as well (i.e. third party component support).
