Forget .Net and focus on linux and web.
I'm pretty sure the French police is not leaving a proprietary OS to be able
to use proprietary applications reliant on an even more proprietary vendor:

Let's see: Delphi applications on linux would be totally reliant on one
shaky company, closed source, and likely not free. So three strikes there.
The reasons why Kylix was a failure are still there and strong as ever.
PS. OK, so maybe a fourth, unofficial reason may be the anti-American
feeling. And I can see how Borland would fare better in this area (!).
