I've never used newswhat.com (note the full link I found is http://delphi.newswhat.com). It is apparently a site dedicated to using Delphi. So, in that sense I believe the answer would be "no" but you'd have to contact the author.

To post directly to the Borland newsgroups you can either use a standard newsreader application (like Microsoft Outlook Express or Windows Mail) and add a server "newsgroups.borland.com" or you can go to http://newsgroups.borland.com and post through the web interface. I've never used the web interface so I don't know how friendly it is.
