Are not most if not all new PCs 64bit now? I think you would be hard pressed to find a 32bit only CPU anymore, unless you of course went with a old PIII or PIV.
He obviously meant the OS, not the machine itself.
With either XP or Vista, the 64-bit OS runs W32 programs slightly slower than the 32-bit OS. On the other hand it will address far more memory, so if you are habitually hitting the 3.xG ceiling in XP 32, then XP 64 would be an advantage.
Other than that I don't think you'd notice any difference, other than the scarcity of drivers.
And as another poster said, there is no built-in support for 16-bit apps. However, a VM will sort that out for you.
