Sure, but not only with the quality of the developer. A developer who
doesn't get the opportunities and conditions to employ his abilities
must be EXTREMELY good and determined to still produce exceptional
quality. Such programmers are very rare.

FWIW, I think this applies to many situations, not only to programming.
