There are many inexpensive hosting services around the world which provide the features you need. Many run Linux-Apache and use "cPanel" and "Fantastico" - web interfaces which lets you select from dozens of server programs such as Forums, Feedback forms, Customer support interfaces etc. This means that a few mouse clicks can get a forum running without you having to worry about server or program settings. You may not be ready to go full-on with your website, but I have found that going in early gives takes off the pressure.
I can recommend http://simplyhosting.net - even the entry level package is fast, reliable, well supported and gives the choice of 3 well known forum programs. There are many more companies you can find through recommendations at sites like http://www.hostreview.com/. I get a much better deal from a host in the USA than I can here in Australia - so don't restrict yourself to one country only.
I recommend you choose your forum software carefully, because it can be difficult to convert existing posts to a new format.

I am developing a product which I hope to start selling within 2 to 3 months, but before that I want to release it for beta testing. I currently don't have a website but I plan to have one before I start selling the software, but in meantime for beta testing I just want to have some basic web pages and a Forum. Are there any Open Source products that I can use for this purpose?
