Yes, and some hosting companies (like my personal site on DreamHost) give you an automatic Joomla installer. It's trivial. I don't think that Joomla has forums set up by default, like Drupal does, though.

You may consider Joomla 1.5 also. It was recently released and is a pretty powerful content management system. There are a lot of templates available, but you can roll your won or pay someone else to customize one pretty easily. There are shopping cart and catalog components available for it as well.
