Actually Sun is trying this idea with new Java 6 update 10 ;-)
They divide the Java Runtime to small pieces and when your application requires some missing piece it is downloaded.
So basically you start with something called Java Kernel that provides the very basics of the JRE.

Shame on you MS!
Should be shame on anyone that allowed themselves - as pre-cautioned in the old saying - to be fooled twice.
I mean, c'mon.
"From the company that brought you DLL HELL.... the _ANSWER_ to DLL HELL!!!!"
Seriously, it was obvious from the start that .NET would not ease this pain, only ever mask it behind a _different_ pain.
Since this industry is famous for recyclying/rediscovering old new ideas, I look forward in a few years to an announcement of a solution to "Framework HELL".... I anticipate it will be something that involves applications loading only specific, required libraries dynamically rather than requiring an entire, (essentially) monolithic runtime framework.
Dynamically Linked Libraries.... hmmm, catchy. Now if only we could find a neat little acronym to call them by....
