Each branch has it's own data which is uploaded/merged weekly to HQ for
financial/reporting purposes.

I would do one or the other. If your application can *reasonably* be done
as a browser app (or needs to be as above), then there is no reason to
*also* maintain a desktop GUI.

That's the question really. It would be nice to only have to maintain one,
it's just backing the right horse up front.
