time/money as post secondary academic institutions.
Also, I completely agree that you would be able to implement your own
solution for much less than 6-10 million. The ongoing costs of
internal maintenance by employees currently on the payroll will be much
less than 3rd party support/subscription fees.
You mention that the driving force behind this project is not so much
dissatisfaction with the current applications, but rather that the
mainframe is being decommissioned.
I'm not familiar with the mainframe you mention, but has it been
considered to purchase a new "box" that can support the current
mainframe OS, applications, and programming tools/languages? Or have
you determined that these applications really do need to be redone from
the ground up?
