Well, yes, you can actually. But you'll pay import duty and sales tax on the country you import it into (plus shipping costs), so it won't be as cheap as the source country anyway.
Absolute rubbish. Local (Euro) vendors also have to charge sales taxes and, AFAICR, there is no import duty on downloads. Given that there is no import duty, simply compare the prices and go figure...
Just as the US is charging local sales tax for items bought over the internet, when CodeGear sells to a foreign customer, they need to honor that countries tax requirements - and in Europe, those taxes can be much higher than in the US, hence higher prices.
If you are a business, you can claim back all the taxes you pay. If I'm not a complete numpty, the only tax you need to pay for European imports is VAT which can be claimed back against sales. This doesn't affect the list price because, whether you buy from the US or from European resellers, you still have to pay that tax.
FYI, and AFAICR, US sales tax is only chargeable for sales to the same state. I've never been charged it for internet sales.
