No. If you open a Delphi 2006 .bdsproj in Delphi 2007, a new .dproj
file is created based on its settings, and if you open a .dpr, you have
the option of opening it as a Win32 or .Net project. Aside from some
things you need to watch out for, you can open pretty much any project
from a previous version. I don;t expect this to change in Delphi 2009.

From what I've read, I think the difference is that when you open a
Delphi 2007 .dproj file in Delphi 2009, a backup is made and the .dproj
file is replaced in place with an updated and incompatible one.
