since you're not looking for component, you'll get better
results asking on more appropriatte group.
Language and maybe VCL write for starter.
Try and choose NG more carefully. :)

Aside from ini/reg/xml (and more), it has component: rsCustomProperties
which allows saving of un-published properties. You can set whole
thing up w/design property editors.
I use it a lot... really sweet tool set.
