about EWF question

I'm using ExpressWeb Framework, it's very good components.But I have some
questions:
I made apache web application using EWF. in application,I use dbExpress
components for connecting Oracle9 database,because dbExpress components can
cross flat.Run in execute bebug,it's no error, but run web app in apache
http server, when it connects databse, it's error, error info: Unable to
Load oci.dll
Why? help me.
