for an out of the box solution, that includes streaming JPEG options (no
runtime fees) and MPEG4 options (royalties required) as well as PocketPC
options take a look at the SkyWire Video SDK Peer Edition which also
includes syncronized audio options for video conferencing.

It includes a WDM driver to capture the video as well as udp and tcp options
to stream it with optional encryption.
There is also a more extensive SDK available to get video from http network
cameras and video boards and adds streaming to java enabled cell phones,
capturing video from embedded linux appliances and soon capturing video from
cameras on symbian phones
