System clock synchronization

Does anybody know of a VCL component that does the same thing as the clock
synching in Windows XP? Or else a 3rd party executable or DLL? This is for
Windows 2000 and maybe Windows ME.

Also, for users who have Windows XP, but use a dial-up Internet connection,
is it possible to synch the system clock programatically?
