My reading of that is that the "(only)" implies is not available for
commercial use at all, even if paid for. Is that the intent?

Checking the site, I see it is available for commercial use for $25 USD.
It may be better to change that form of words.

"Free for non-commercial use, USD 25 for other uses" may perhaps be
better (but it's only a suggestion). I only mention it because the
original statement surprised me.
