Personally, I use FastReport 2.x and the only thing it could not do to
my satisfaction was reporting to dot-matrix printers. I think this has
been addressed in version 3, which I plan to upgrade to. I don't know
how well ReportBuilder handles dot-matrix printing.

All I can say is that most people seem very happy with either product.
One plus on the FR side is that it tends to be less expensive.
