Odd problem

I know there are indy groups but my newsreader keeps getting connection
refused, and Im not really sure its an Indy issue this one.
I had 9.0.14, I tried to upgrade to 9.0.17 but ran into some bugs, so
reverted to 9.0.14.. I then spotted theres a 9.0.18.. downloaded etc..
I removed the packages, I deleted the dcl and dcp files, removed the
dcus, recompiled, no errors, install.. and I get..
Access violation at address 7C901010 in module ntdll.dll read of
address 0000001C
I originally had castalia and a whole bunch of other stuff installed,
when I did this then, I got an Exception code of C0000006.
Only things that have changed other than that was the stupid MS
patches..
Dumb part is, if I close delphi, and "add" the bpl which has correctly
been copied into the projects/bpl directory, the indy components appear
and work correctly, until next time I open delphi.
