Add the path of the JCL/JVCL bpls to your Windows Path variable (whenever you add a package, the file is automatically found, but when Delphi reloads it will only search the paths specified in the Path environment variable).

BTW, the jcl and jvcl specific newsgroups can be found at news://forums.talkto.net (jedi.jcl and jedi.jvcl groups respectively).
