The russian site is irresponsive, but the mirror at BDN (http://homepages.borland.com/torry/) says:

    "We are in Torry's database modernization. So all upgrades are
     delayed. Sorry for this. Be patient.
     We'll resume Torry's upgrade as soon as we will be ready."


Any other on earth with this problem or I'm alone :)
