I have had some good success skinning the DevExpress 4.x Quantum Grid using VCLSkin (v2.x or so, can't remember exact version). This included the ability to skin the scrollbars using the current VCLSkin theme.
Unfortunately, it wasn't a one-click solution. I had to modify a couple DevEx files slightly, which gave me access to some of classes in DevEx. I then built an overriden DevEx class that could be used to do the proper drawing using VCLSkin as the input. Also, a little bit of code modificatin was required in VCLSkin, although I think the later versions may not require that code modification. Keep in mind that this solution requires source code to both VCLSkin and DevEx QG 4.
I haven't tried the solution with the latest VCLSkin or DevEx QC 5.
