Sure. Older projects would have to be updated manually.

Might be hard to do. AFAIK, that is only possible per project. So you'll
have to set it manually, per project.

I don't know if you could do it in an Open Tools IDE expert. I guess so.
I suggest you ask in the borland.public.delphi.opentoolsapi group.
