BDS2006/teechart

Okay, I'm stuck with what should be something really simple.

In previous versions of Delphi, there has always been a reduced version of
TeeChart included. I've used that for a lot of my own little programs
(nothing commercial), so I've come to rely on it.

Problem 1:
With BDS2006 (Delphi/Win32), I'm finding some files in the lib directory
that start with "tee", and some .dfm files that have David Berneda's name on
them, but TChart doesn't show up on my component pallette. Does it get
installed, but not put into the component pallette?

Problem 2:
I wanted to try to install the component. In the help (like previous
versions), it says I should select Component | Install Component. But that
menu option isn't there!

How the heck can I get TeeChart to show up in my component pallette?
