If you are connecting from a different PC you need to edit the pg_hba.conf file and allow access from that PC or the subnet the PC is on. If the service is running it would have to be that.
I plan on adding another form to the setup that will let you add a record to the pg_hba.conf.
If you are connecting from the same PC the server is on you have to make sure that PG Admin or any other client has access to libpq and it's dependencies. The client installer should take care of all of that.
