SEARCHING FOR: Implementation of the "Unicode Collation Algorithm" in Delphi

I'm looking for an implementation of the Unicode Collation Algorithm (UCA)
conforming to http://www.unicode.org/reports/tr10/ written in Delphi and
under an license that supports inclusion in a commercial product (e.g. MPL,
MIT, BSD style licenses are fine, public domain is fine, GPL is not). I'm
also looking for "Unicode Collation Element Table"s that can be used as
input for the UCA and which are tailored to international or national
collation sequences.
