dbedit for geographical coordinates?

Hello all,

does anyone know of a (preferably freeware) dbedit that allows me to store
longitude/latitude values into a float field?

The format used looks like 23°44'55.300"

(one degree = 60 minutes, one minute is 60 seconds. The circumference of the
planet is 360 degrees)
