Quick Reports 3.5 Std install/design time issue

I'm using D7 and have a perplexing issue concerning installing/running
Quick Reports 3, firstly as supplied by Borland with D7 and secondly as
supplied by qusoft as an update from their website.
In the first case, I installed QR3 via the Component/Install Packages/ Add
route with dclqrt70.bpl from the $(DELPHI)\Bin folder.
In the second case installed from the QRSTD351.EXE installer downloaded
from qusoft (this is the latest free standard version of QR available for
D7).
In both cases I simply have no design time support for QR components. Any
attempt to place a QR component on a form results in nothing other than an
access violation in the qrpt70.bpl project library (bearing in mind there
are 2 versions of this library being tried depending on whether you take the
first or second case). What's worse is that I run D7 and QR3.5.1 perfectly
happily on another WinXP machine but this new machine install is just not
having it. The rest of D7 is just fine.
I know some folk will just say change to Rave or something. OK but that is
not really an answer to the problem although there are time when I wonder
;-)
If this is simply that I'm not 'seeing the wood for the trees' then I'll
apologise in advance but the bottom line is at the momemt I'm really not
seeing it, let alone loving it !
