Check PKIBlackbox ( http://www.eldos.com/sbb/desc-pki.php ). It supports smartcard access via PKCS#11 or CryptoAPI. Note, that PKIBlackbox works with X.509 certificates and accociated private keys (while smartcards may contain other information, such as secret keys for symmetric algorithms or keypairs for asymmetric algorithms).
