It depends how much functionality you require. E.g. Do you need to edit Raster images? How much advanced spacial analysis functionality do you require. Internet deployment? Which file formats do you need to support? the (ESRI shp file format is the minimum requirement imo)

In addition to these, there are 2 products from ESRI: MapObjects and ARCGIS Engine. www.esri.com

They are both very good although the interface is active x/.NET and they are not cheap to buy but since ESRI's ArcGIS generates most maps in local government here in the US, it is the standard.

The difference between the 2 is the MapObjects is slightly old technology and works better in a disconnected mode (it's also smaller) than ArcGIS Engine which is the latest technology.

They have examples in VB6, C# and Delphi6 but mostly VB6 so you have to translate a lot.

We produce an application that displays mapping information in police cars and dispatch centers using Delphi 2006 and MapObjects 2.4.
