They are both very good although the interface is active x/.NET and they
are not cheap to buy but since ESRI's ArcGIS generates most maps in local
government here in the US, it is the standard.
Neither of them are royalty free. Unless you need to work with ArcSDE or
some of the other closed dataformats from ESRI, you will most likely not
need them.
But mapobjects LT is royalty free and not very expensive:
