If you really want to do it this way, you should make it based on Major
version AND a time period. 1 year or next major upgrade, whichever is
longer.
This ensures that if multiple majors come within a 12 month period, the
user gets them, and if no major upgrade comes within a 12 month period,
the user gets the next one that does.
In the end, it's probably easier to manage a 12 month support plan and
a discounted upgrade system for existing users. This seems to be the
industry standard.
I.e. 12 months of tech support from date of purchase and a percentage
discounts on major upgrades. Existing users do not have to be under a
current support plan to get the discount, but discounts should only
apply for Major version x to x+1 upgrades. Not from version x to x+2.
