Correct. TurboPower is pretty much the "founding father" of the Delphi 3rd
Generally speaking, if I understand it correctly, TurboPower is a
company that used to sell Delphi products but was closed years ago and
the products open-sourced on SourceForge.

Are the projects maintained, or should they be used knowing that they
are now unsupported, or at least some of them? If the latter, which
projects can be safely used, and which should be avoided?
The products are still supported. If you visit www.turbocontrol.com there
is information on each of the opensourced TurboPower libraries as well as
the address of the support newsgroups.
