You can probably accomplish the look with KSDev. I'm giving qualified
approval right now after having worked with it for awhile. The issue for me
was to get MDI to work correctly with a frame that had no menu bar. In this
case I settled on showing min,restore, and close buttons on the frame task
bar as appropriate.

What you'd have to do is mess around with the theme editor that comes with
ksdev if you could not find a pre-made theme which the ksdev engine could
load on the fly.
