Modem VCL, or?

Looking for a good library to support making/receiving (callerid) calls using a modem. The customer has decided not to upgrade to a TAPI system at this time.
Is there any other solutions for allowing users to make calls? web service, etc?
It would need to work with an existing phone that is not TAPI or a dedicated phone line.
