Any ideas to were the data files are to be stored on a Vista OS, does
Microsoft have a standard for Vista?

Take a look at the CSIDL predefined folders:
http://msdn2.microsoft.com/en-us/library/ms649274.aspx
(And they are not only for Vista, but also for earlier OS-es)

CSIDL_COMMON_APPDATA is problably the one you need.
