Have you tried this.

Set-up your Delphi IDE environment sizes and positions and utilities to view e.g. Project Manager, OI, etc.

Save it as a 'Desktop'. Delphi should open with that desktop as the default.

Change to this Desktop when opening existing projects which do not heve this layout when you open them.
