Delphi7Help4BDS problem

This expert is awesome. However I can only get it to come up when I am in the code editor. When I press the Ctrl+F1 in the designer or anywhere besides editor it just brings up the new help system.

Has anyone gotten it to work otherwise? Is there some IDE setting that could be blocking the key combinations? Any advice is greatly appreciated.
