I guess you are still using Windows XP?
My "main" development environments are running on VMWare 6 w/ Windows XP as guest in fact.
But I have two "non-virtual" machines running Vista (one 32 Bit and one 64 Bit) since 9 months, both with BDS 2006 and VS 2005 and TortoiseSVN installed and functional w/o any noteworthy problems.
Maybe TortoiseSVN and TortoiseCVS differ in that behaviour.
